How to forbid players from entering and deleting Minecraft houses?

I saw in one Multiplayer world where you weren't able to go into a house of a player unless you were allowed to by a moderator. Like you would be glitched out if you tried going in. So how do you do that? And is there a way to not let people delete the house? Thanks. BTW I run the server if you want to get on message me on here and I'll give you the info.
