Is my ping good, bad, or okay?

I just did the ping test and it said it was 45 ms. But when I play games it's always around 100 - 300 and when I tried to play BFBC2 on my PC it said my ping was over 400 and kicked me from the match. I play COD and TF2 (other online games also) and I don't have lag at all. I do occasionally have lag but it starts if some one with a bad connection enters. When playing multiplayer games my connection is always 4 or 5 bars so what's the deal? Also if you have a PS3 add me on PSN "cheesy_ninja45".
