Does anyone know what this movie is called?

It starts off with like some drug dealers running from some cops in the desert (I think). They run into a town, quite desolate, and they encounter a killer whose sister apparently looks like one of the dealers. They try to escape from the town, but somehow end up right back at the beginning. In one point of the movie, the killer uses the face of one of the kids (dealers) and puts it over his own, and he tricks one of the girls to approach him, which he kills. Please, I loved this movie, so if anyone could tell me the name, it would be very much appreciated. Thanks.
