My Internet related programs wont connect?

Lets say im trying to play the game Halo in internet multiplayer mode. I click refresh and no other players pop up. Im trying to download google earth. The normal downloader works fine, but the google earth downloader does not work. I checked my firewall, and it was off. I turned it on and it still did not work. Im using windows vista. Please Help!
